Do I need a business license to conduct e-commerce business (Dropshipping)?

السلام عليكم ورحمة الله وبركاته, I live in Saudi Arabia as an expat but wish to sell my products to international countries, excluding Saudi Arabia, on shopify. Saudi Arabia requests from online businesses to get a trade licensed from the Saudi Arabian general investment authority (SAGIA) before starting a drop-shipping business in KSA. Thing is, I do not want to sell in KSA but want to sell to select countries. Do I still need to get a business license from SAGIA? I would like a clear answer for my question before I start officially selling on Shopify. Thank you
