What is procedure if my current employer do not give release from IQAMA

I am having one offer from other employer but my current employer do not wish to transfer my IQAMA.Instead he want to give final exit.New spencer don’t want to issue fresh IQAMA he prefers transfer only. What rights I do have ? How we can tackle this situation.
