In the Kingdom of Saudi Arabia, guardianship laws underwent significant changes in 2019 as part of a series of reforms aimed at empowering women. The new rules allowed women over the age of 21 to travel without their guardian's permission.
This is detailed in the amendments made to the Travel Documents Act and the Civil Status Act.
According to Article 149 of the Travel Documents Act, "A Saudi citizen has the right to obtain a passport, and it is not permissible for anyone else to withdraw it. The State shall guarantee him the freedom to leave the Kingdom and return to it."
Specifically, the amendment to the Travel Documents Act (Article 2) states, “A passport shall be issued to every Saudi national who requests it, and no one can withdraw another’s passport."
Moreover, based on the update to the Civil Status Act, women can register their children's birth, marriage, or divorce, and be issued official family documents, and be a guardian to children who are minors.
