Foreigner seeking Residence married to Maghribi;yah more the 10 years

I am a foreigner married to a Moroccan Lady for more than ten years seeking residence.. Due to covid, we have not been able to travel and I have fallen into violation of the 90 day visa renewal deadline. Can I still file my papers for residence? Is there any consideration given to the pandemic? What is the penalty for oversstaying you visa due to not being able to travel?
