Expired Iqama, no contract on file from kafeel

Hello, I found out my kafeel did not renew my Iqama for over a year and he didn’t tell me. He abandoned my iqama and did not provide health insurance during my contract as well. I found someone who wants to transfer my sponsorship but I can’t terminate my contract because I don’t have a contract on file with HRSD. How can I renew my iqama and transfer to a new sponsor in the smoothest way possible? What steps do I need to take if I don’t have a contract to terminate and ny kafeel didn’t renew for over a year? Am I free to go to Jawazat directly without repercussion or do I go to HRSD first? I’m trying to make this right.
