Salam, I hope this message finds you well. I am writing to seek legal advice regarding a sensitive matter I am currently facing. I have received violent and hateful messages via WhatsApp from an individual(I know) residing in Saudi Arabia. The nature of the messages includes threats, harassment, and hate speech.

As I am not residing in Saudi Arabia, I would like to understand the following:

What legal options do I have for filing a complaint against the individual in Saudi Arabia?
Can I file this complaint anonymously to protect my identity?
What is the process for submitting such a complaint to the Saudi authorities, and what evidence do I need to provide to support my case?
I would appreciate your guidance on the best course of action to ensure that my complaint is properly addressed without compromising my privacy. I am open to any recommendations you may have regarding the handling of this matter.

Thank you for your assistance. I look forward to your response.

Wa alaikum assalaam. I can understand how distressful it is to be on the receiving end of threats and hateful messages. Saudi Arabia takes privacy and safety very seriously, especially in digital communications, so you have the right to pursue legal action against the sender of the messages.

1. Regarding legal options: As per the Anti-Cyber Crime Law of Saudi Arabia, any unlawful act committed in cyberspace is deemed punishable by law. Specifically, Article 3 of the law states that "any person who commits one of the following cyber crimes shall be subject to imprisonment for a period not exceeding five years and a fine not exceeding three million riyals or to either punishment: ... Production, preparation, transmission, or storage of material impinging on public order, religious values, public morals, and privacy, through the information network or computers".

2. Filing a complaint: Indeed, you can report such matters to the authorities anonymously to protect your safety and identity. Saudi Arabia`s cybercrime law respects and supports anonymity especially in cases related to defamation, harassment, and hate speech.

3. Process of submitting a complaint: You can report such incidents to the Saudi Communications and Information Technology Commission (CITC), reporting the issue to them via their official website. As for the evidence, you are required to keep and provide copies of the hateful and threatening messages you received. These can be in the form of screenshots or recorded conversations which clearly render the sender's identity and the harmful content.

I hope this information is helpful, and remember, you are not alone in this. With the law and valid evidence at your disposal, you have the right to seek legal protection.
