Legal cases affect on family

My question is about financial fraud cases in Saudi Arabia. If an individual has cases on himself for an extended period of time (i.e. 10 years) and he hasn’t cleared them, he also doesn’t have iqama due to those cases and if he is unable to pay that amount. Can a member of his family leave the country? If not, what are the steps they can take?
