In Saudi Arabia, a person wanting to start a business offering driving instruction must follow the laws and regulations laid out by the government.

As per the Saudi traffic law, anyone who wants to teach others how to drive must obtain a special license to do so. This involves meeting certain criteria such as:

1) Must have a minimum of two years of driving experience.

2) Must be 21 years old or older.

3) Must hold a high school diploma or higher.

4) Must have a license for the appropriate type of vehicle (cars, trucks, motorcycles, etc.).

5) Must not have any major traffic violations.

6) Must pass the specific exams and training courses required by the traffic department.

Additionally, anyone wanting to set up their own driving instruction business will need a commercial license from the Ministry of Commerce and Investment. The business must comply with specific guidelines and regulations, such as location criteria, safety standards, and employment laws.

Therefore, yes, it is legal to give driving lessons as a personal business in Saudi Arabia, given one complies with all the rules and regulations, and obtains the necessary licenses.
