Claim back fee from special education school

Dear Sir, I admitted my child to special education school. licensed by ministry of education Saudi Arabia. However, I discovered that they do not have special education. I raise the issue with school multiple time. And they said they will arrange special education for speech, OT and Behavior, but after finish of the first semester they said that the management has refused the hiring of special education teacher. Accordingly, I with draw my child from school and ask them for refund. of first and second semester as they just put put my son infron of TV with no special education and multiple time my wife catches them. However on with drawl they said we will not refund you anything as we have license from ministry of education, and you need to pay 3500 more if you need the file from the Noor program.
