How to file Lawsuit of deprivation of civil rights, and enforcement of parenting time in USA ?

Deprivation of civil rights. Conspiracy to interfere with civil rights. Abduction of children across state lines in USA. Parental alienation and discrimination by the Court. Threats of sabotage and harassment t by local authorities. And abandonment of Moroccan Consulate in New York that does not answer my phone calls or at least tell how I can find help. I don't have anyone I can rely on in Morocco to help me with court documents or represent me neither here in USA or in Morocco. Remedy all the pain and suffering and to remedy a personal injury that the abuse of human rights caused. File a lawsuit against family members in Morocco who refuse to help me with paperwork. I have been outside Morocco for 20 years and I need Morocco to help me protect my children from abuse in USA. Thank you
