Marriage documents for a dual Moroccan-Dutch citizen in Morocco

My fiancé was born in the Netherlands. He holds Dutch citizenship and also has Moroccan nationality, with a valid Moroccan National Identity Card (CNIE). He currently lives in the Netherlands.
We are planning to get married in Morocco, but we have received conflicting information from different Adouls. Every Adoul gives us a different list of required documents and a different marriage procedure, so we are very confused.
One Adoul told us that my fiancé must provide:
* Three full copies of his birth certificate.
* A certificate of engagement.
* A medical certificate for marriage.
* A copy of his Moroccan National Identity Card (CNIE).
* A Certificate of Capacity to Marry.
He also told us that these documents must be sent to the Dutch Consulate in Rabat for verification before the marriage can proceed.
Could you please explain the correct legal procedure for our situation, step by step?
We would like to know:
* What are the exact documents my fiancé must obtain in the Netherlands?
* Is the Certificate of Capacity to Marry mandatory?
* Do the documents really need to be sent to the Dutch Consulate in Rabat for verification?
