I was stuck in a building's elevator for 1 whole hour until the team rescued me. I experienced a lot of shortness of breath due to the lack of oxygen levels. Is this something I could persue as a lawsuit against the elevator vendor?

In KSA, safety regulations related to building management, including elevator maintenance, are governed by buildings' standards of safety which are set by the Saudi Building Code National Committee (SBCNC).

Specifically, Chapter 4 - Elevators and Conveying Systems, of SBC 601 (Electrical Installations) explicitly mentions that provisions should be made for necessary ventilation and lighting. Chapter 11 of the same law mentions, "In case of emergency, there should be proper provisions for passenger rescue and safety."

If the building management, or the elevator vendor in this specific case, has failed to maintain the elevator properly, leading to lack or failure of ventilation causing you distress, you might have a potential claim.

In addition, the Saudi law of obligations and contracts under the Civil Transactions Law, (M/21) specifies in Article 214:

"Anyone who causes harm to another is obliged to compensate for it unless it is due to a cause for which the victim is responsible."

This could potentially provide the basis for a lawsuit against the vendor, arguing that they were in breach of their duty to ensure the safety of individuals using the elevator.

Please note this does not constitute legal advice but is based on interpreting the above laws and regulations. You should consult with a local legal professional for further assistance.
