In Saudi Arabia, the Ministry of Labor has set certain rules and laws to ensure fair employment practices. Violations of these laws can have severe legal implications. Here are the relevant laws and how you can file a complaint:

1. As per Article 39 of the Labor Law, you cannot hire employees from another company without a proper work agreement. The employees should physically work rather than receiving a nominal salary for non-existing work. If this rule is violated, the company may face severe penalities.

2. Regarding the employment of women without a proper transfer of sponsorship, this is also against the law. Article 11, 37, and 40 of the labor law states that the employer shall not allow his workers to work for others, and shall not employ workers who are employed by others.

Here is the process to file a complaint:

- You can directly file a complaint to the Ministry of Labor (MOL). You can call the MOL from inside Saudi Arabia at 19911 or from outside KSA at +966 92 000 1 19911. As per Article 219 if you know of any violation of the provisions of the labor law, the rules and regulations and decisions issued in implementation to it, you have the right to report it to the labor office. The complaint can be filed by a worker, his relative, or any stakeholder.

- You can also file a complaint online on the Ministry of Labor's website or via "Rasd Melaky" App which is an initiative of the Kingdom of Saudi Arabia’s National Anti-Corruption Commission.

Ensure that you provide complete and precise information when you file a complaint to expedite the investigation process. It's crucial to note that KSA does ensure that the identity of the complainant is kept confidential to protect against any retaliatory actions by the employer.

Please remember, these laws are not provisions to be misused. Companies can hire employees from other companies and employ women under specific legal regulations. But if there are violations, the entities involved will be held accountable as per the law.
